Correct. He can’t grant a boon of citizenship.
I suppose if the illegals left when pardoned, they could come back if they could do it legally. So he could affect some sort of touch back set up, but I doubt it

Well, no, they don’t have to be named to be pardoned. It’s called amnesty when applied to a group, and there are several examples in American history.

Moreover, how can you pardon someone without a name or under indictment? After all they have not been found guilty.

He can pardon them from any *federal* offenses they committed, though he must *name* those offenses for each and every one of them; but he cannot give them citizenship, so, as foreign nationals, they are still subject to deportation.

Why stop there. Go ahead with the promise to close GITMO and pardon them. Pardon everyone in the prison system from the fed prison, death row and down to the drunks held overnight in city jail. Pardon students in d-hall and toddlers with their hands in the cookie jar. Issue a general pardon for all past and future deeds for every person legal or illegal on US soil on Janurary 19. Leave it all on Trump’s head.

To pardon, would/should mean to name each individual.
Then Trump works from that list of names.
