Complaints can be filed but that doesn’t mean any enforcement will follow. The FEC is basically a watchdog in a cage since it regularly deadlocks 3-3 on party lines.
It’s inability to enforce regs has become a feature supported by both parties. This is why the Clinton campaign are able to break explicit prohibitions against PAC/campaign-coordination with impunity, for instance.
The media are definitely closing ranks, so we are unlikely to run across this statement anywhere in the MSM:
