    For fear of being a political post, here are some ideas: 1: The debt ceiling will need to be raised temporarily. However the baseline budgeting process should be thrown out. Let the Federal Government budget just like any other company. (Actually these guys haven't even done a budget in 2 1/2 years). No automatic raises. Current budgeting process also encourages various governmental agencies and departments to spend more. If they don't, next year they get less money.
