There was an independent review done in 1999 - the chron referenced it in an earlier article - http://www.sfgov.org/site/uploadedfiles/budanalyst/zoo/1_1animalmanagement.pdf I have not seen any documented facts - in either this report or mtg minutes, that any agency or individual ever pointed out a deficiency in the tiger exhibit - so I can’t yet feel compelled to point a “you should have known” finger at the SF zoo...just my humble opinion of course...

I know it would be hard to prove, but I'd like to see the two "friends" (who didn't even bother to call the dead fellow's family afterwards) sued into oblivion.

This is the reason people like me are so fed up with these punks, Mark Geragos, and this ridiculous “blame everyone but yourself, and sue for millions” society we are living in now. You and others who cry “it’s the zoo’s fault— they are liable” are the enablers for this bs. A guy was drunk and fell onto the subway tracks in Manhattan— he sued. An armed robber pulls a gun on a store clerk— he fires and misses— the clerk shoots him— he sues. A woman spills her coffee and burns herself—she sues McDonald’s— it goes on and on and on. These punks aided and abbetted that cat getting over that wall. They hold some responsibility.
A zoo is supposed to be designed in such a way that a zoo animal cannot get out regardless of how angry it is.
Pretty much end of the discussion.
If it can be proven these guys were a contributory factor, they should be punished, but this has nothing whatsoever to do with the zoo’s responsibility.
I agree with those who mourn the death of the tigress.
I hate it that the tiger was killed after demonstrating Darwinism at its best.
Wild animals are caged to protect the public.....in reality, the public was not protected any better than the caretaker this tiger previously attacked.
The caretaker put her arm in the cage while the tiger was eating. Any prudent person knows you don’t even mess with a dog while they are feeding and here we have a wild animal. The caretaker should have known better. That’s why they didn’t receive any money from their lawsuit. They were at fault, not the tiger.

Notice also that the young man who was killed went back to aid one of these bottom feeders who was being attacked. When the tiger turned her attention to the ultimate victum, the two brothers took off and offered him no help.
What we have here are two worthless pieces of human trash that should be prosecuted for murder. And get a damned search warrant to get in their phones and other items. Its not rocket science.
Should it be physically impossible for the tiger to get out of it’s confines under any conceivable or unconceivable circumstances or situations? Yes or no.
Come on...I’d beat those guys with a thick leather strap or cane if I could (except the dead one of course...I guess) BUT NO WAY SHOULD THAT TIGER HAVE BEEN ABLE TO GET OUT!
What if the tiger had killed an innocent child during this incident? Wouldn't’t the zoo be liable for that?

How much is a tiger worth on the open market (hint - thousands)? If you could find a statute that makes them culpable for the ultimate destruction of the tiger, they are then guilty of felony property damage. Link their friend's death to the commission of a felony, Bob's your uncle, they're convicted of his murder, too.

How does one TEST for all conditions to include the actions of ill willed people in order to ensure they have adequately “protected” the general population?
I agree. It’s unfortunate that there were no cameras anywhere, although, if these boys had been caught, I doubt that the punishment would have been too severe.
