So what makes sense about anything in todays world? A Hawaiian official that was most likely an affirmative action hire. Opened a computer tab and clicked on the wrong thing. Government work at its best, he gets reassigned and gets his/her pay grade for ever.

I do not believe this was a mistake and I will not until the person responsible states it was her fault. No system would be designed like this. I believe it was intentionally done to some how cast light on Trump. here is the newest theory:
basically, the NSA had a protocol in place to transfer data back to the contiguous united states (CONUS) in the event of an attack. The good guys created this false emergency in the hopes that the automatic NSA event would transfer all the deep state data and they could intercept it.
That night Trump made a tweet hinting at getting HRC’S 33,000 emails.
First, I would have fired this incompetent immediately. The private sector does not allow for errors of this magnitude.
Second, the person who pulled this stunt either a) did it deliberately, b) was under the influence of drugs or alcohol, c) is the relative or significant other of someone in power.
