IMO she is gracefully exiting the spotlight so as not to take anymore attention away from other Repub candidates. If she were going to run I don't think she would end the tour early.

When the Salmon have finished their run in the bay and production of fish moves off Todd’s grounds, the Palin’s can continue their tour.There’s nothing unusual about this, anyone who’s been paying attention knew it was going to happen.
