Who Receives Medicaid? A State-by-State Breakdown

Dismantling Medicaid is at the heart of President Donald Trump and the Republican-controlled Congress’ agenda. President Trump proposed cutting Medicaid by half in his budget, and Congress has proposed taking an ax to the program both through their repeal of the Affordable Care Act as well as through their budget blueprints. In all cases, these cuts to health coverage and services for children, people with disabilities, seniors, and low-income adults whom Medicaid serves would be used to pay for tax cuts for millionaires and corporations.

These cuts would have devastating consequences for the individuals, families, and communities that Medicaid serves. Nearly 4 in 10 of the nation’s children receive Medicaid, and the program delivers essential supports to 15 million Americans with disabilities. Medicaid covers nearly half of all births in the United States, 64 percent of people in nursing homes, and 1.8 million veterans.

New analysis from the Center for American Progress shows that the more than 1 in 5 Americans who rely on Medicaid hail from all states, age groups, genders, races, and ethnicities.

The draconian Medicaid cuts proposed in legislation and budgets would result in millions of families being unable to afford lifesaving medical care, access basic preventative services for their children, and prevent disastrous medical debts.

Due to the way the ACS reports enrollment, these estimates also include a small share of individuals who receive health coverage through a different income-based public medical assistance program, such as the Children’s Health Insurance Program (CHIP), which are also at risk under President Trump and congressional Republicans’ health care plan.

Note the bait and switch? One concern is about "cuts" in the rate of projected increase of MONEY.

But the data provided is not about money. It is about number of people enrolled.

%ADULT: 30% in GA; 32% in ID; 57% in DC; 57% in MA. (I didn't check all states). Why does the ADULT% vary so much from state to state?

If you dig into the DOLLARS (which they don't show) and not the enrollment, you will find that ADULTS disproportionately consume far more dollars than moms and their children, and far more than Seniors 65-74.

So why does Center for American Progress not show dollars when their complaint is about money?

This type of report from CAP can be found copied verbatim in other news media too lazy to check the numbers for themselves.

Where are the fact checkers and fake news checkers for this type of story?

Huge DEMOCRAT vote-buying scam. The welfare that is Medicaid. Sprinkle in the food stamps and other bait for illegal votes. Just totally sickening — especially when you factor in how much FRAUD is being paid for.

I like Medicaid. I am okay with the program in general. But it is in need of serious reform. By the left-wing Center for American Progress’ own table, roughly 21% of all Americans are on Medicaid!

That is both staggering and wholly unsustainable. Couple Medicaid with the vast number of people receiving disability payments, and no country can afford such wealth transfers. Moreover, we haven’t even factored in other transfer payments, such as Food Stamps, Medicare, Obamaphones, etc. Is there any wonder that the printing presses at the Treasury are smoking and straining under the heavy load?

These “drastic cuts” are in response to “drastic increases” in the Medicaid rolls that were implemented only a few years ago.

So really, the “drastic cuts” are to bring things back to where they were for decades before the “drastic increases” wee put in place

Excellent! Good find. I knew they were left-wing, but I didn’t think to look up their Board.

Holy smokes, that’s like a rogues gallery of left-wing nuts. As I said previously, I’m philosophically okay with Medicaid helping out roughly 3% of the really needy, but 21% of the country??

And yeah, and as for Medicaid paying for half of all births? Guess who is having babies, and guess who is not. That explains it.

Medicaid demand will continue to go through the roof as Baby Boomers get older & require nursing home care. Few can afford to pay for an extended or permanent stay at a nursing home.

You can’t put things “back to where they were” without losing every subsequent presidential and congressional election in the foreseeable future (if even 10% of those losing benefits change vote to Democrat). And yes, many on Expanfed Expanded Medicaid voted for Trump.

I just this month got cut from coverage after 1.5 years because I get “too much money” on SSDI ($1288.00 a month) !!!

I’m on 21 different Meds after My Hospital Rodeo when My Intestine ruptured, lucky for Me I was already in the Hospital when it happened or I would probably be dead. It happened on Christmas Day and while in recovery I ripped the internal stitches and went back to surgery on New Year’s Day to fix that then was in an induced coma for 2 weeks and the spent 2 months in Hospital before going to a Rehab Center to learn how to walk again.

I Thank God daily for saving Me, I was very blessed and lucky!

Anyway I now have a $6320+ Deductible before Mediscare will cover anything. My Prescriptions range from $4.00 - $900.00 for a months supply.

If I have any problems I’ll be going to ER as I can’t afford the Dr. visits that range from $65.00 - $240.00 for a basic visit.

Big factor - Unlike Medicaid, Medicare does not pay for nursing homes (except for post-hospital rehab up to a certain number of days).

At the time Medicaid was proposed, it was supposed to cover “the poor.” Medicare was supposed to cover those who reached retirement age and also those who lost their breadwinner due to death or disability. Combine these two programs with a large and growing number of breadwinners gaining hospitalization or more comprehensive plans, and we would have something approximating universal coverage.

This was how it was supposed to work.

It didn’t.

Why?

Reason #1 (and this is only reason I will develop in this comment) is because there is no magic line between the poor and those who can afford private health insurance.

As a result of the liberalization of AFDC (welfare) and Medicaid, birth-rates among never married black females sky-rocketed and birth-rate among never-married white females followed. With a child in tow, the female and her children qualified for an apartment, welfare cash, food stamps and a comprehensive package of health care to include dental and vision. Also, Pell Grants when they came along.

What low-wage male could provide that package of benefits to his family.

The men would simply cohabitate with the mothers of their children. Well, until marriage broke down entirely and the village completely replaced men as breadwinners, fathers of children and husbands of wives.

At the other end of the life cycle, people with few if any assets learned to become qualified for Medicaid nursing homes. Who, among even the middle-class could afford a private nursing home, no less those among the working class.

So, Medicaid grew by leaps and bounds. Much faster than the general population and the cost of living combined.

In theory, Obamacare was to fix the biggest single problem of Medicaid by offering sliding scale subsidies. This way, a person doesn’t go from 100 percent subsidy to zero subsidy upon crossing whatever is the threshold (perhaps 125 percent of the poverty line or 150 percent). This way, there would be a positive incentive all up and down the income distribution to work more hours, whether this meant increasing work from zero to part-time, or from part-time to full-tim.

But, the reality is this has not worked out.

Not at all.

Obamacare has blown up.

So, the working class of the country are caught in an untenable situation. Even with the subsidies, they cannot afford to work full-time. For many, they have to work part-time and learn to make do with food stamps, Medicaid, the earned income tax credit, and who know what other subsidy programs, along with what cash earnings they can earn without losing cutting off their benefits.

Unfortunately, the majority of the Republicans in the Senate don’t have an f’n idea of what’s going on. They were born into families of privilege. They do know the people who are being screwed by the system, and they don’t want to know them either.

And they hate Donald Trump in large part BECAUSE he is in touch with the working class of the country.

At least most boomers have paid all their lives through working and taxes. The crop having babies, etc , on our dime haven’t paid crap.....and possibly never will.

My mom was medi medi. Her income which was only social security wasn’t high enough to disqualify her. You can have both depending on your income. Medi medi is the best insurance to have. It’s double coverage.
