It would be a tremendous embarrassment to the league to have three of four playoff games blacked out locally, and likely, the tickets will get sold somehow to avoid that scenario. But there's a bigger issue here. Is this the most stark example that NFL fans aren't too excited to go to games anymore?

Exactly, I am not sure what is wrong in Indy though. I would think Cincinnati fans would be excited to be in the playoffs for the first time in like 30 years.
However, I did not go to last weeks Patriots game even though I had a free ticket because I did not want to sit outside in a monsoon.
You forgot parking and just the pain in driving to and from the game. It will be interesting IF people want to go to the Superbowl and sit outside.
In the case of the Packers, when the notice to the season ticket holders went out, Rodgers was injured, the team was on a losing streak, and a division title looked highly improbable. Lucky for Green Bay, 8-7-1 is good enough for their pathetic division. There was no reason for them to tie up the money. Those tickets will sell out soon.
I think there are a number of things coming together here

Economy and price of play off tix.
NFL’s pinking: catering to the anti bully lobby, the gay lobby, etc.
Very poor officiating over all this year.

I think in the Packers’ case, you are 100% right.

The Bengals are in the playoffs for the third straight year .and they were in them in 05 and 09 too. They have not hosted on for a while, though.
And I think Cincy fans are excited, but there aren’t that many Cincy fans. It’s one of the smallest cities and has a small fanbase - and it’s going to be cold cold cold. Moreover, it is not a great economy up there, and I think the NFL makes all playoff tix EXPENSIVE!
They want to conduct business as a non-profit? So be it.

Don’t forget the untested rampant and ridiculous HGH use that allows super fast 300+lb behemoths to train and recover like Wolverine during the course of a season playing against other 300+lb behemoths. Also 300+lb behemoths performing fruity gyrating dances and chest pounding after accomplishing such amazing feats as successfully collapsing on a loose ball.

Speaking of refs in college if my memory is correct, the same crew that totally blew that SC Michigan first down measurement last season called the Duke Texas A&M game .and they were lit up by ESPN for missing agregious pass interference calls, and one catch/non catch call, late in the game.
I can’t believe that crew was ever allowed near another practice facility, let alone a bowl game, after the SC Michigan fiasco last year. No wonder the Big East imploded ..
Officials now control the game, calling penalties whenever they want and not being accountable even when instant replay shows they erred. Rules have also changed - we’ll have flag football in the future. I’m just hoping the ladies “Lingerie League” takes off and expands to my city. But then someone will complain about equality and we’ll soon have men in G-strings playing along side the ladies. I’m getting too old, best days for America seem to be all in the past.

My guess is that people don’t have money for expensive sports tickets any longer. Among the things one can get along without, live sports must be near the top of the list for most people.

That’s an interesting take on Pitt and the Stillers ..and it does absolutely surprise me. Then again, all I see is TV you are there.
On TV, looks to me like Pitt games are full of empty seats and that the city is more of a Penn State city than Pitt Panther city ..and the crowd for Stiller games seems packed and jacked all the time.

Large LCD televisions are slowly killing attendance at sports events - especially with the prevalent “Knockout Game” culture in many stadium neighborhoods as a growing disincentive.
The NFL is healthier than it has ever been. It can do no wrong. Every team is making money which is not true of any other sport. They have TV contracts in the tens of BILLIONS. They aren’t going anywhere. They own sports in the US. The NFL isn’t concerned with butts in seats anymore. The owners are. Kind of.
