The story that I read did not say if another PC exhibits the same symptoms, but I would suspect it is a combination of the PC settings and outside interference. Do they have cordless phones running 5.8Ghz? Try changing the "channel" on which they run, or try changing the PC's "channel" to the router. Does the PC run ad hoc (bad) or is it set to infrastructure (more secure). My guess is ad hoc for Wi-Fi.
It could also be that their home is right between two MAN connection cell towers. They should try another PC.

I had a client who’s computer would not work in one room of his apartment but would work everywhere else. After doing some investigation, I found that the apartment complex’s electric panel with meters for about 200 apartments was just on the other side of that room’s wall.

There is visible evidence for such a phenomenon on a MUCH grander scale.
Look to Sol. Sunspots are a symptom/effect of just such a thing. These spots are exactly where magnetic field lines intersect the surface of that body. Why should it not be thus for our home?

Check to make sure any new hardware or software is properly installed."That's an error message from a buggy driver. The fact that she doesn't plug in anything proves it's a wireless problem. There is an errand wireless device inside the house that is crashing the Windows driver. It could be wifi or Bluetooth.

This is stupid. It is a faulty wireless card, or interference from other wireless transmissions trying to ad-hoc to the wireless card. Disable wireless and it will fire right up.
