Category 4 Hurricane Katrina is approaching landfall in Eastern Louisiana. At 4:00AM EDT the storm's center was about 90 miles south of New Orleans.

What a bonanza for the inept city government of NO this storm will be! They will have the feds replace the shacks in the 9th Ward with new dwellings. They will get the non-working pumps replaced with ones that do work. It will take billions of our tax dollars for all sort of reconstruction projects. Someone better monitor it very carefully though, because the leaders are no less adept at looting than their citizens. They could have replaced many of these ancient diesel pumps if the corruption endemic to NO hadn't made rich men of past and present officials.

Just wondering..if you go out in the Gulf in a powerboat..and manage to tie onto an oil platform that broke loose, and is floating by..if there's NO one aboard, can you make a salvage claim...?

I believe you'd have to be able to prove you were actually in control of the salvage (not the other way around).

CNN reported earlier about a grocery store being looted....

Living in LA(Los Angeles) I'm quite familiar with this behavior. I watched stores being looted as if someone had invited them in to take all they could carry. It was a party. Very scary.

Maritime law answer is yes, but the legal action the oil company would take would make you wish you had not wrestled with that monster. Big oil wins most of their lawsuits in LA.

Then howcome in Dallas you cannot build on a flood plain? Should those people also be entitled to build there and expect the taxpayer to pay for all flood damage?

Because in Dallas those floods happen at least once a year.
