There are many flaws with the Department of Justice’s report on policing in Ferguson, Missouri. The most glaring is the report’s use of statistics, but the most egregious, as shall be seen, is the strategy the DOJ recommends to address statistical disparities.
Says the report: “From 2012 to 2014, 85% of people subject to vehicle stops by Ferguson police were African-American; 90% of those who received citations were black; and 93% of people arrested were black. This while 67% of the Ferguson population is black.
The population of Ferguson was 67 percent black in 2010. If the numbers continued to trend as they had from 2000 to 2010, the city would have been about 73 percent black when Michael Brown was shot in 2014, but that is not the real issue.
In transitional areas like Ferguson, younger white people with children are the first to move. Older families tend to hang on. It is altogether likely that the black percentage in the high-crime cohort of young men aged fifteen to twenty-nine would have been 80 percent or more.
...black youths nationwide -- who make up roughly 13 percent of their age group population -- account for 26 percent of juvenile arrests, 44 percent of youth who are detained, 46 percent of the youth who are judicially waived to criminal court, and 58 percent of the youth admitted to state prisons. The Ferguson numbers are well within the national norm.
Only one set of crime statistics is kept well enough to rule out the role bias might play in arrest rates, and that is for homicide. Blacks accounted for 52.5 percent of homicide offenders from 1980 to 2008, at least four times more than what one would expect were all racial groups committing crime at the same rates.

With black “whitey is racist” proponents it is always the same schtick - Statistics (arrests, convictions et al) show all whites and LE in particular are “RACIST” simply because of the disparate numbers involved.
It is proof they say, prima facie evidence. Yet none of them allow the conversation to stop to consider the other obvious alternative - numbers might be a result of a propensity by blacks to commit more crime, etc.
If the population is 70% black and a cop sees a car go through a red light and he pulls the car over, do we ever have to take bets on what the race the driver will be? This is ridiculous what they are saying here, they are actually asking cops to let people go because of their race after a certain number are busted. “Oooh sorry, I arrested too many black people this month. You are free to go.” This is exactly like saying cops are busting too many white people in an all white neighborhood. Well who the F else are they going to bust? Should they ship in some blacks to even the count?
In its crime listings the Baltimore Sun says it wont put a physical description of suspects.
The job of the Ferguson DOJ report is to ease us towards a federal police force. Mission accomplished.
My first thought was the same as yours. If the majority of the town is black, isn't it possible that the statistics that Holder's report quotes be because there are more blacks committing criminal offenses in the town than merely their percent of the population? This happens in many urban areas. Blacks are committing crimes at a disproportionately higher rate than their makeup in the areas.
Holder has been fixated on race his whole life. Since he was a militant in school and he and others took over the universities administrative offices in protest. He sees everything through "black-colored" glasses. This Ferguson incident is no different. /Sarcasm Alert/The problem in Ferguson couldn't be because of the black criminal thugs like Michael Brown. It has to be because of those "racist" Ferguson law enforcement officers.
There’s one odd statistic in the bunch....probably well over ninety-five percent of Ferguson are American citizens. Law X...whether voted into effect by the locals or by their state chosen assembly....is not applied to six-percent of this group and 88-percent of that group. Once you start thinking of some other mythical way of applying laws outside of one-hundred-percent of society...it’s not a law anymore.

If 13% of the population causes such a high amount of crime nation wide, imagine what 67% of the population would do. Who expected a fair report from Justice? The fact that even they could not find evidence to prosecute Wilson is testimony that he is completely innocent. I can only imagine that they dug to China and back looking for something, anything to charge him with.
Apparently Ferguson needs an arrest honky quota. I don’t think it is too far fetched given this administration.
More than "flaws" they are lies, treachery, and deceit, the published defecation by traitors.
It would be nice if both Obama and Holder did their jobs by looking at everybody as just citizens of the same country. Instead they look at everything as between blacks versus whites or whatever other categories they segregate different people into. Typical democRATS. They segregate everyone into separate categories and then proceed to pit them against each other for this own political benefit.
Negroes account for 28.3% of arrests nationally while they account for approximately 13% of the population. In Ferguson, they account for 67% of the population, just a little over 5 times the national average. Hence, proportionally, they should account for 145% of crime in Ferguson. (No, I'm not a mathematical idiot, just making a point.) I'd say they Negroes in Ferguson are rather well behaved on average.
The Ferguson PD has always been more of a revenue-generating agency than a law enforcement agency. And when you use your police force for that purpose then I don’t care if your population is 90% black or 90% white, you are going to lose the trust and support of the very people you are supposed to be protecting and serving. There is no trust between the Ferguson population and the police. There wasn’t any long before the Brown shooting and there is no way that trust can be built up any time in the future. So the city either lives with that and accepts it. Or they disband the police and farm the law enforcement out to the county. Either way any attempt to implement the recommendations and orders issued by the Justice Department is a complete waste of effort and money.
And I don't know if you noticed what one of Holder's responses was to an interviewer's question about regrets Holder had in leaving office. It was that he wished it was easier to bring civil rights charges under the federal law. He wanted to nail Wilson so bad but couldn't. So he went after the whole Ferguson police department instead.
BTW, one of Holder's other responses in that interview was for everyone to read Malcolm X. If that doesn't tell you what Holder is all about, I don't know what would.
The rank and file of the Ferguson P.D. are leaving in droves, so likely it will collapse fairly soon. Then the perpetual problem, that there are far too few black recruits who are legally *able* to become police, and *willing* to become police, is going to be very evident.
The Ferguson P.D. was almost all white was because though they tried very hard, they could not recruit black officers. And this situation hasn’t changed.
So initially, Ferguson will be policed by the county Sheriff’s office. This will likely drop response time to an hour or more. It also means that to stop criminals from destroying the place, the citizens of Ferguson will have to arm themselves and kill any felon who tries.
Remember that NJ Turnpike speeding study from 15 or so years ago?
As I recall, they installed a setup like today’s redlight cameras, but in this case, they hooked the camera up to a speed gun. Instead of capturing the license plate number, the camera took a shot of the driver.
The screen grabs were then analyzed for race of the speeding driver. Ambiguous or unclear shots were discarded.
Guess what the result was? Yep, blacks exceeded the speed limit much, much more frequently than whites - and those going 20+ mph over the speed limit were even more likely to be black.
The outcry was immediate and loud. Darned racist cameras!
If 95% of those arrested were black and they are only pulling over 85% they need to up the 85%.
I think that the police should have a stated policy in Fergeson that NO blacks will be arrested for anything.
Within a year Fergeson will be 100% black and then thay can go back to arresting them without worring about the statistics.
