Fox news is still saying this morning Trump made it all up.
Hundreds of people in New Jersey also say it happened elsewhere in New Jersey too.
If we know about this story in WAPO why is Fox still pushing this crap onto Trump. That he is doubling down with lies?

With some binoculars or a telescope, which I'm sure Trump has up there, you would be able to see the people jumping. It was a crystal clear day on 9/11 in Manhattan.
It’s a crafting term, adding detail to a fabric to make it prettier or more interesting.
Trump does that when speaking to crowds, when he’d be just as persuasive if he’d stick to the basic facts of a story. The difference, of course, is that embroidery thread is solidly attached to the underlying fabric. Trump’s embroidery doesn’t hold up well under scrutiny. That is a problem for a candidate who needs to be taken seriously.
