How Conservative Is President Bush?

The Cato Institute
By Veronique de Rugy
August 3, 2002
Source

Veronique de Rugy is a fiscal policy analyst at the Cato Institute.

President Bush may be repeating the sins of his father. Although elected on a Reaganesque, tax-cutting platform, the White House has veered to the left. President Bush has signed a bill to regulate political speech, issued protectionist taxes on imported steel and lumber, backed big-spending education and farm bills, and endorsed massive new entitlements for mental health care and prescription drugs. When the numbers are added up, in fact, it looks like President Bush is less conservative than President Clinton.

It makes little sense to discourage one's core supporters prior to a mid-term election. Yet that is the result when a Republican president expands government, which Bush is doing. Also, academic research on voting patterns shows that a president is most likely to get re-elected if voters are enjoying an increase in disposable income. Yet making government bigger is not a recipe for economic growth. After all, there is a reason why Hong Kong grows so fast and France is an economic basket case. But you can't tell that to the Bush administration.

Administration officials privately admit that much of the legislation moving through Congress represents bad public policy. Yet they argue either that everything must take a back seat to the war on terror (much as the first Bush administration treated the war against Iraq) or that compromises are necessary to neutralize issues such as education. But motives and rationalizations do not repeal the laws of economics.

In less than two years, President Bush has presided over more government expansion than took place during eight years of Bill Clinton. For instance:

Those policy decisions make government bigger and more expensive. They also slow the economy and hurt financial markets -- read the headlines lately? For all his flaws, President Clinton's major policy mistake was the 1993 tax increase. Other changes, such as the welfare reform bill, NAFTA, GATT, farm deregulation, telecommunications deregulation, and financial services deregulation, moved policy in a market-oriented direction.

Perhaps most importantly, there was a substantial reduction in federal spending as a share of gross domestic product during the Clinton years. Using the growth of domestic spending as a benchmark, Clinton was the second most conservative president of the post-World War II era, trailing only Ronald Reagan.

To be sure, much of the credit for Clinton's good policy probably belongs to the Republican Congress, but that is not an excuse for bad policy today. And on one positive note, President Bush has "promised" to fight for partial privatization of Social Security. Yet, so far, President Bush has not vetoed a single piece of legislation. Needless to say, this means it will be rather difficult to blame "big-spending" Democrats if the economy continues to sputter.

Registered had to have done that as well to get the detailed info. Otherwise you do get only what you described.

But you claimed he posted the same live links about all the people with the same name, didn't you? How did he get all of those DOB's? Want to adjust anything you said earlier? Sorry, but I'm not buying anything that convoluted. He went searching and found the DOB's for everyone in the state of NC by that name registered to vote in order to post info on one of them. Doesn't that seem farfetched to you?

I suppose Reagan supported the Brady Bill because Brady was shot protecting him and having been shot he might have thought it a good idea at the time. The nation was in shock at the attempt on his life and Mr. Brady was top news for months.

It is creepy and furthermore, Howlin has only her first initial posted on her homepage via her email address. Not her full name, and as I posted earlier, I didn't even know it until I got something in the mail from her.

The fact that it was posted here, along with the info on several other women that aren't even participants of this forum, is the issue. Not that he was able to somehow dig up the necessary info.

That was where he crossed the line.

His supporters need to make him do it more, Tex. Tell me you're working on it and I'll retract the Bill Clinton remark.

Sorry friend but I staked out my position sometime ago, I am taking the same stance on the pro-Bush side as those that are on the rabid anti-Bush side. 100%. I am not here to convince anyone that Bush is a good president that is an exercise in futility given the idiots that see no difference between him and Clinton or Gore.. I have my own personal differences with Bush but why even voice them? I have just become a very pissed off freeper that is no longer willing to beat his head against a brick wall. I am sick of being called a sycophant, I am sick of being called a BushBOT, I am not going to apologize for supporting a man that is doing the best he OR ANYONE else can do given the circumstance in which he was elected and the state of the public of which he is president. If I am going to be accused of those things then BY GOD I might as well pick a side and fight like hell. I am a VERY angry White Redneck Male and those that don't like it can kiss my....

Maybe, but it's possible that by entering the name/dob that more than one person could fit that criteria? I don't know why all of those names turned up, but they did. You say you didn't see that actual post, I did, as did several others.

You called me a liar before and I proved you wrong. Are you calling me a liar again?

I saw the table posted. I clicked on several of the names, not knowing which one was Howlin. The info was there.

As I said before, I do not lie.

That's true. I remember hearing Michael Reagan explaining that on his program more than once. Reagan blamed himself for Brady's injury.

His post and a quick trip to mapquest will get you all that.

sounds like her homepage and a search engine would give anyone the same thing. What makes you think I would want to put any woman in danger or that I even know Howling, let alone dislike her?

No, I'm not worried about what your drunken pal might do. Let him do his worst. I also don't care whether youi would defend him. Every bit of this that you're pushing here is hysterical speculation anyway. The whole point is that you folks who rally to attack Bush's critics are making this whole thing into a huge deal and for what?

Terry admits that she needed Doles DOB to get access to her personal info. I doubt seriously that Reg had the DOBs of all the women displayed on the search as you folks keep insisting.

Not to drag this out any further, suffice it to say that I doubt the word of you folks.

For clarification sake, there were not individual links/info posted. It was all in one table format with identical names listed.

You're arguing here about what he posted. Isn't the issue that it was posted at all? If not, it should be.

no, i'm not I do include in the "Clique of Bushbots", though

Although insult is intended by your calling someone a "Bushbot" it is not an insult and although it is meant to sound like "Bushbots" are mindless and follow blindly. the truth is "Bushbots" may disagree occasionally but are glad to have this honorable man in the WH. And we intend to do our best to keep him there.

You called me a liar before and I proved you wrong. Are you calling me a liar again?

As I remember it, in your very first post to me you called me a liar. I'm saying that your story is just too much like all these women who swear they saw Oprah the day she went backstage and took off the designer's clothes. What I saw had no clickable links. The one you showed me required the DOB and you all have claimed the links were live for all the names. I find it hard to believe. Take that however you want.

People get all worked up and angry. They remember what soemone said about it and later swear that they witnessed what someone told them when they only heard or read it. That happens and it looks an awful lot like that's what's happening here.

No, her homepage and a search engine would not give you the info his post did. That has been thoroughly demonstrated, and your unwillingness to accept it does not speak well of you. And gee, whatever would give me the impression that you don't like "Howling"? Give me a break.

The whole point is that you folks who rally to attack Bush's critics are making this whole thing into a huge deal and for what?

I believe you brought it up here, Twodees. At least yours was the first post in serious need of correction on the topic. If you had been truthful, perhaps you wouldn't have been challenged by so many.

Not to drag this out any further, suffice it to say that I doubt the word of you folks.

Do you, now? That's rich, considering that you came onto this thread completely mischaracterizing (well, okay - LYING) about what really happened. And now you "doubt" the word of those of us who were there? OH, MY SIDES!
