California state legislators passed a bill Friday that seeks to protect undocumented immigrants charged with relatively minor crimes from being deported. The bill, by Assemblyman Tom Ammiano, D-San Francisco, would prohibit local police from detaining anyone on an immigration hold if the person is not charged with or has not been convicted of a serious or violent crime. The bill, which only needs the signature of Gov. Jerry Brown to become law, passed the Assembly on Friday after being amended in the state Senate to remove language that would have required police departments to develop plans to guard against racial...

Border police jeeps hurtle along hot, dusty tracks past potato fields on their way to the river that marks the Greek-Turkish border. Sirens blaring, the convoys have been repelling wave after wave of migrants. Greece's remote Evros region has turned into Europe's main battleground against illegal immigration; more than two-thirds of people making the clandestine journey into the European Union pass through here from neighboring Turkey. Greece launched an aggressive campaign this month to try to seal its 200-kilometer (130-mile) northeastern border, as it faces a debilitating financial crisis that has caused a swell in joblessness and a surge in...

Although Montgomery County sheriffs want court commissioners to keep more repeat criminal offenders from pretrial release, commissioners say past offenses are adequately factored in at hearings. As part of his job serving warrants on some of the county’s most violent criminals, Montgomery County Sheriff’s Deputy Al Summers said he is frustrated with locking up repeat offenders only to see them released by court commissioners. Many repeat offenders who are released will not show up to their next court appearance, or — particularly with violators of domestic violence protective orders — immediately violate again, putting victims at risk, Summers said. “A...

Cook County Board President Toni Preckwinkle on Tuesday said former President Ronald Reagan deserves "a special place in hell" for his role in the war on drugs, but later she regretted what she called her "inflammatory" remark. The comment from Preckwinkle, known more for a reserved, straight-ahead political style, came at a conference led by former Republican Gov. Jim Edgar, who's now at the University of Illinois Institute of Government and Public Affairs. Preckwinkle was defending the recent move by the city of Chicago to decriminalize possession of small amounts of marijuana by allowing police to write tickets, saying out-of-whack...

New York State Senator Malcolm Smith (D-St. Albans) says the state’s current penalty of two years in prison for possession of a firearm is insufficient deterrent. He wants to quadruple the sentence to eight years. “The fact that people in this state continue to own unnecessary weapons despite the risk of going to jail for a couple of years if caught shows that the penalty is not severe enough to modify people’s behavior,” Smith observed. “We need a punishment harsh enough that by the time you get out of jail, your kids will have graduated from high school, maybe gone...
