<p>Cash-strapped counties in six states are enrolling inmates in Obamacare health insurance plans as a way to shift costs to the federal government – a tactic that's legal but frustrating for some Republicans who don't want to see the success levels of President Obama's signature law inflated artificially.</p>

900,000 Californians lost their health plans by January 1; only 500,000 signed up on the Obamacare exchange. Health care industry expert Bob Laszewski points out that that means at least 330,000 of the 500,000 people who signed up for Obamacare already had health insurance. After a month of trying, I still can't complete an application to join the D.C. Health Exchange. For a week, the Obamacare marketplace asked me to prove my citizenship, my daughter's existence, and my fixed address in the District of Columbia, but it would not allow me to submit the requested material.
