I contend the ruling was that election rules concerning how to count ballots and what could be considered a properly cast ballot hence a vote could not be changed after the ballots were cast. It would be helpful if someone could direct me to a link to the ruling. Thanks.

Four years after the 2000 election fiasco, Palm Beach County's three-member canvassing board will meet Monday to determine the intent of about 300 absentee voters who incorrectly filled out their broken-arrow primary election ballots. We've all been there.....a relative that insists some sacredly held leftist point is correct. In this case, it is my brother - who has far more conservative views than he knows. Well, in this case, he is convinced that Bush stole the election in Florida. Anyone who can direct me to a factual summary of those painfully long events, it would be greatly appreciated.
