Petraeus: Al Qaida Trying to 'Come Back In'

U.S. military officials said there will be no significant reduction in coalition troops in the Baghdad area as part of an effort to stop the Al Qaida offensive in northern Iraq.

They said Al Qaida was trying to reenter Baghdad and reverse its losses in 2007.

"Al Qaida is trying to come back in," U.S. military commander Gen. David Petraeus said. "We can feel it and see it, and what we're trying to do is rip out any roots before they can get deeply into the ground." Read More

Soldiers seized assault rifles, grenades, marijuana and bulletproof vests bearing police insignia after a brief shootout in the Mexican border city of Tijuana.

No one was wounded in the overnight exchange of fire with three suspects hunkered down in a house in La Mesa district, army Gen. Sergio Aponte Polito told reporters Friday.

Troops seized 91 assault rifles — some with butts of gold and ivory — along with 18 grenades, the bulletproof vests and more than 880 pounds of marijuana, Aponte Polito said. The three suspects, aged 25 to 33, were arrested.

The bust followed weeks of bloody confrontations along the U.S.-Mexico border between Mexican security forces and alleged drug cartel gunmen.

On Tuesday, army troops fought a seven-hour gunbattle with suspects who were hiding in a house in an upscale neighborhood of Tijuana.

When soldiers finally stormed the house, one person was found dead and two others were arrested. Several assault rifles, shotguns and police uniforms were also found.

Also Friday, police commander Ricardo Rodriguez was shot dead in a city plaza by gunmen who opened fire with assault rifles from a moving car, state police director Daniel Camarena said.

Rodriguez was killed a day after three mutilated bodies were dumped outside the offices of the federal Attorney General’s office in Oaxaca.

And in the border state of Tamaulipas, soldiers arrested six police officers who allegedly received payoffs from members of the Gulf cartel, Mexico’s Defense Department said in a statement.

Conspiracy to Provide Surface-to-Air Missiles and
other Weapons to a Foreign Terrorist Organization

Michael J. Garcia, the United States Attorney for the Southern District of New York, and Michele M. Leonhart, the Acting Administrator of the United States Drug Enforcement Administration (”DEA”), announced today the unsealing of charges against Viktor Bout, a/k/a “Boris,” a/k/a “Victor Anatoliyevich Bout,” a/k/a “Victor But,” a/k/a “Viktor Budd,” a/k/a “Viktor Butt,” a/k/a “Viktor Bulakin,” a/k/a “Vadim Markovich Aminov,” an international arms dealer, and his associate Andrew Smulian for conspiring to sell millions of dollars worth of weapons to the Fuerzas Armadas Revolucionarias de Colombia (the “FARC”) – a designated foreign terrorist organization based in Colombia. Bout was arrested yesterday by Thai authorities in Bangkok. According to the Complaint unsealed today in Manhattan federal court:

Between November 2007 and February 2008, Bout and Smulian agreed to sell to the FARC millions of dollars worth of weapons –- including surface-to-air missile systems (”SAMs”) and armor piercing rocket launchers. During a series of recorded telephone calls and emails, Bout and Smulian agreed to sell the weapons to two confidential sources working with the DEA (the “CSs”), who held themselves out as FARC representatives acquiring these weapons for the FARC for use in Colombia.

In addition, during a series of consensually recorded meetings in Romania, Smulian advised the CSs, among other things, that: (1) Bout had 100 SAMs available immediately; (2) Bout could also provide helicopters and armor piercing rocket launchers; (3) Bout could arrange to have a flight crew airdrop the weapons into Colombian territory using combat parachutes; and (4) Bout and Smulian would charge the CSs $5 million to transport the weapons. During one of the meetings with the CSs, Smulian provided one of the CSs with a digital memory stick that contained an article about Bout, and documents containing photographs and specifications for the SAMs and armor piercing rocket launchers that Smulian had previously said Bout could provide.

In between his meetings with the CSs, Smulian spoke to Bout over a cellphone provided to him by one of the CSs at the direction of the DEA. These conversations between Smulian and Bout were legally intercepted by foreign authorities. During one of these conversations, Bout and Smulian discussed the $5 million delivery fee for the weapons. Bout also told Smulian, in coded language, that the weapons requested by the CSs were ready to be delivered. Subsequent to these phone calls with Smulian, Bout engaged in multiple recorded phone calls with one of the CSs during which they arranged the March 6, 2008 meeting in Bangkok.

Bout and Smulian are charged with conspiracy to provide material support or resources to a designated foreign terrorist organization. If convicted, the defendants each face a maximum sentence of 15 years’ imprisonment.

The U.S. plans to pursue the extradition of Bout from Thailand.

The arrest of Bout yesterday was the result of close cooperation between the Royal Thai Police and the DEA. Also cooperating in this international enforcement operation were the Romanian Border Police, the Romanian Prosecutor’s Office Attached to the High Court of Cassation and Justice, the Korps Politie Curacao of the Netherlands Antilles, and the Danish National Police Security Services.

Mr. Garcia praised the investigative work of the DEA and thanked the Royal Thai Police for their assistance. Mr. Garcia also thanked the Romanian Border Police, the Romanian Prosecutor’s Office Attached to the High Court of Cassation and Justice, the Korps Politie Curacao of the Netherlands Antilles, and the Danish National Police Security Services, for their cooperation, and thanked the U.S. Department of Justice Office of International Affairs.

“Viktor Bout and Andrew Smulian agreed to arm terrorists with high-powered weapons that have fueled some of the most violent conflicts in recent memory,” said U.S. Attorney Michael J. Garcia. “Today, they face charges in the United States for agreeing to provide weapons to a terrorist organization that has threatened, and continues to threaten, American interests.”

“DEA and our partners now have this terrorist supporter in custody where he can no longer ply his deadly trade,” said DEA Acting Administrator Michele M. Leonhart. “This arms trafficker was poised to arm a narco-terrorist organization, but he now faces justice in the United States.”

Assistant United States Attorneys Anjan Sahni and Brendan R. McGuire are in charge of the prosecutions.

The charges contained in the Complaint are merely accusations and the defendants are presumed innocent unless and until proven guilty

WARDEN MESSAGE: THE NETHERLANDS DEMONSTRATIONS
U.S. Consulate General Amsterdam issued the following Warden Message on March 7, 2008:

This Warden Message is being issued to alert U.S. citizens traveling to and residing in the Netherlands that the Dutch government has increased its threat level for terrorism in the Netherlands from “limited” to “substantial.” In its announcement the Dutch government specified that there are no concrete indications of impending attacks in the Netherlands. According to Dutch authorities, the change is due to the increased international terrorist threat; in particular, indications of increasing links between foreign and European jihadist networks. The government cited factors including terror-related arrests in Germany, Denmark, Spain and the United Kingdom over the past year, and negative impressions about the Netherlands formed due to the release of a controversial film on the Koran by a Dutch Parliamentarian. More information on the government’s decision to raise the threat level can be found on the website of the Dutch National Coordinator for Counterterrorism (NCTb), at http://english.nctb.nl. American citizens are urged to remain vigilant as to their personal security at all times.

For the latest security information, Americans living and traveling abroad should regularly monitor the Department’s Bureau of Consular Affairs web site at http://travel.state.gov, where the current Worldwide Caution, Travel Alerts, Travel Warnings, and Country Specific Information can be found. SNIPPET: “Spain ended its election campaign early after a former politician from the ruling Socialist Party was shot and killed Friday in the northern Basque region in an attack blamed on the separatist group ETA.

Socialist Prime Minister Jose Luis Rodriguez Zapatero, tipped to win a second mandate in Sunday’s vote, immediately accused ETA of seeking to upset the electoral process.

“The terrorists wanted to interfere today in the peaceful manifestation of the will of the people at the ballot box,” he said in a televised address.

“But Spanish democracy has demonstrated that it does not allow challenges from those who oppose its basic principles and its most essential values.”

Zapatero came to power in a surprise election win in March 2004 amid the shock of train bombings in Madrid by Islamic extremists that killed 191 people just three days earlier.

Isaias Carrasco, a former town councillor and member of the Socialist Party, was shot in the Basque town of Mondragon at around 1:30 pm (1230 GMT), and died shortly afterwards, the Basque interior ministry said.

Witnesses quoted by Spanish media said he was shot several times at close range in front of his wife and daughter outside his home.

The shooting came two weeks after the government raised its terror alert level to maximum, fearing an ETA attack to coincide with the election.”

North Korean leader Kim Jong Il hopes for stronger friendship with Syria, the North’s official news agency reported Saturday, amid lingering suspicions of a secret nuclear connection between the two countries.

Kim expressed the hope in a message to Syrian President Bashar Assad on the anniversary of a 1963 coup that brought Syria’s Baath Arab Socialist Party to power, the North’s Korean Central News Agency reported. (AP)

“Many injured in Greek train crash”

ARTICLE SNIPPET: “A train has derailed in central Greece, leaving at least 23 people injured, according to police.

The train, reportedly heading to the north-eastern town of Alexandroupolis from Athens, is said to have come off the tracks near the town of Larissa.”

ARTICLE SNIPPET: “The agency reported that authorities were investigating the cause of the crash, but believed a malfunction in the track switching mechanism might be at fault.

The crash comes at the beginning of a long holiday weekend, ahead of the first day of the Greek Orthodox Lenten season.”
