Ireland is to become the first country in the European Union to ban branding on cigarette packages by using plain packaging and uniform labeling, the government said on Tuesday. All trademarks, logos, colors and graphics will be removed from tobacco products sold in Ireland under the new rules, the Health Ministry said, after the proposal secured backing from the government. The National Institutes of Health issued a $536,526 grant to the University of Illinois, Chicago, for a two-year program ending in July to study the smoking cessation of lesbian, gay, bisexual and transgender population. “The purpose of this study is to develop and evaluate the benefits of culturally targeted smoking cessation intervention for lesbian, gay, bisexual and transgender smokers,” the NIH grant description said. “Findings will contribute to the scientific literature on reducing smoking-related health disparities among underserved populations.” The funding began on Sept. 30, 2010 and will conclude on July 31, 2013.

For the record, I tend to think that a cigarette ban for minors may be appropriate. While I oppose prohibition for adults, I think it makes sense to say that adults shouldn’t be permitted to entice children into certain unhealthy choices. Of course, if such a prohibition is put in place, it needs to be justified by banning a substance that is clearly dangerous, not just “unhealthy” by some statistic that we know doesn’t apply to all people. Honolulu Mayor Kirk Caldwell says he will sign a bill into law that bans smoking at some of Oahu's most popular beaches, but it first must pass legal review. KITV-TV reports that Honolulu City Councilman Stanley Chang wants to outlaw smoking at some of the island's most popular beach parks.

A new proposal would require New York City retailers to keep tobacco products out of sight under a first-in-the-nation proposal aimed at reducing the youth smoking rate, Mayor Michael Bloomberg said Monday. The legislation would require stores to keep tobacco products in cabinets, drawers, under the counter, behind a curtain or in other concealed spots. They could only be visible when an adult is making a purchase or during restocking. "Such displays suggest that smoking is a normal activity," Bloomberg said. New York has the highest cigarette tax rate of any state, and nearly two-thirds of the state's cigarette market is illegal, announced the think tank Tax Foundation on Thursday.
