It looks like the same document to me, only one image shows it with a perforated edge and a tear in the upper right, whereas the other does not.

Sorry if there is some no-brainer, obvious answer to this, but why wouldn’t they both be torn? Where did the torn document come from? For that matter, where did the other one come from?
Here’s an explanation: The original copy was in poor shape. It was copied, then both were folded together and put away. That’s why they appear to have similar folds. Also, the fresher copy has the cigarette burn scar, but as a copy of the actual cigarette scar on the older version.
Hard to say, but something about it looks artificial to my eyes.
It could also be related to passport red tape.
Has anyone tried to identify who’s signature it is at the bottom.

Depends on whether she was really married to his father or not. Read somewhere that he was already married, and not divorced.
Unwed mothers had different rules per 1952 law.
Personally, I believe the fact that his father was not a citizen, should be enough to disqualify him as NBC from a legal stand point.
