28,000 National Guard troops are deployed to the disaster areas in Mississippi, Alabama, and to Louisiana, where SWAT teams are working to combat the looters and shooters in New Orleans. Additional 1400 National Guard troops are being deployed daily.

Shootings reported at a New Orleans hospital, rescue boats, and a military helicopter, while conditions continue to deteriorate at the SuperDome amid refugee deaths and chaos. Evacuation of New Orleans continues.

House Speaker Dennis Hastert has voiced serious doubts about rebuilding New Orleans with federal funds, while assuring the people of Louisiana, Mississippi, Alabama and Florida that the United States Congress stands ready to help them in their time of need. New Orleans Mayor C. Ray Nagin issued a "desperate SOS."

Doctors at two desperately crippled hospitals in New Orleans called The Associated Press Thursday morning pleading for rescue, "We have been trying to call the mayor's office, we have been trying to call the governor's office ... we have tried to use any inside pressure we can. We are turning to you. Please help us," said Dr. Norman McSwain, chief of trauma surgery at Charity Hospital, the largest of two public hospitals.

The Port of New Orleans is now open to shallow draft vessels. Congress is reconvening in an emergency session. International offers to assist the U.S. have been received from Russia, Japan, Canada, France, Honduras, Germany, Venezuela, Jamaica, Australia, the United Kingdom, the Netherlands, Switzerland, Greece, Hungary, Colombia, the Dominican Republic, El Salvador, Mexico, China, South Korea, Israel, the United Arab Emirates, NATO and the Organization of American States.

With all due respect, this isn't a blizzard. Homes are flooded and knocked down. The water is contaminated with chemicals, sewage, and dead bodies. There is no store to shop at in a couple of days where the victims can giggle together and make little jokes about 'old ladies'. The old ladies are dead. The cashiers have no water for their babies and are trying to survive in a state of anarchy. Do you see the difference?

It's not only PR. It's leadership. There's a vacuum there which is affecting morale. Someone, anyone needs to step up and rally the troops over there. Bush is the best person to do that. And he's getting engaged now which is good.

Very true for any disaster is the 72 hours plan. Even up here in snowstorm country, kids and adults are reminded what they should have on hand or in the car.

Some sadly, for whatever reason...think they can beat the odds on their own.

Clinton's reactions during H.Floyd, citing responsibility is on the local gov't by issuing a state of emergency....

CHRISTCHURCH, New Zealand (AP) - Calling Hurricane Floyd ''one of the most serious hurricanes ever to threaten the United States,'' President Clinton issued disaster declarations for Florida and Georgia in anticipation of the destruction the storm may wreak on the southeastern U.S. coast.

The president issued the declarations Wednesday morning before leaving Queenstown for Christchurch for a state visit with New Zealand Prime Minister Jane Shipley. He planned to return home immediately after that visit to oversee emergency efforts for the storm, which he called ''one of the most serious hurricanes ever to threaten the United States, if the predictions of its force and scope hold true.''

''I ask all of you here to remember my fellow Americans,'' Clinton said. ''I am going to fly home, and we'll make the best job of it that we can.''

The early declaration ''enables state and local governments to get equipment and other things ... in place to begin recovery efforts at the earliest possible moment,'' White House spokesman Barry Toiv said in Washington.

Clinton spoke twice Wednesday with James Lee Witt, the director of the Federal Emergency Management Agency, to keep abreast of Hurricane Floyd's progress. He also consulted with Vice President Al Gore.

Witt and Gore placed a conference call late Friday afternoon to the governors and other state officials of Florida, Georgia, North Carolina and South Carolina to give them the most up-to-date forecast data on Floyd's likely path, a White House official said.

Whatever Frist's intentions, we've all seen Congress in action. It is extremely unlikely the message out of the hearings will be centered on Blanco and the Mayor. It'll end up being worse then the 9-11 hearings which were largely political attacks on either side, though greatly more used against the Bush Administration.

Frist is not being given credit or praise because of past performances with Congressional Hearings. More harm than good, mostly political which we do NOT have any interest in.

You were right on target. Bush was slow on the draw but I think it took a bit for everyone to realize this was not an "Andrew" but a "9/11".

Oh come on. You are immensely bright and know better than predicting that Bush will suffer politically.

People will judge by the results of this effort, not the day to day hiccups, difficult as they may be.

A presidential speech or address to Congress can readily turn public opinion. As a whole, the American people are very reasonable and fair.

This makes the Roberts confirmation easier, as well.

I was a route 128 commuter during the blizzards of the late 1970's. I was fortunate but some of my coworkers were stranded on the highway. Everyone put together an emergency kit for their car trunk after that. I'll bet not 1 in 50 does that now.
