U.S. commercial air carriers continue transporting tens of thousands of evacuees from the New Orleans airport to destinations throughout the nation.

Rooftop air rescue efforts continue. One rescue chopper crashed late today. Crew members are reported safe. Gunmen who fired upon bridge repair contractors were killed by law enforcement.

To date, an estimated 70 countries and U.S. businesses have pledged hundreds of millions of dollars, supplies, food and equipment to assist the United States' efforts in Katrina's aftermath. Lt. General Honore described the damage to Mississippi today, "all infrastructure south of Jackson, MS is either damaged or destroyed." Secretary of State Condoleeza Rice visited the devastated areas, and attended Sunday church services in Mobile, Alabama.

Elsewhere, Sean Penn's rescue boat, sans plug and full of his personal entourage,reportedly sank during launch in New Orleans. Senator Mary Landrieu (D-LA) threatened to punch President Bush, and Jefferson Parish President Broussard decried that the bureaucracy of FEMA has committed murder.

All information is subject to change. Many stations are relying on their corporate parents to configure and maintain Internet streaming. Because of the intense interest in the feeds, they may be unavailable at times because of network congestion or a problem feeding the video to the streaming servers.

WWL-TV New Orleans - WWL-TV is operating from studios at Louisiana Public Broadcasting. CBS has a relay during the morning and afternoon. When available, use the CBS relay first as they have greater streaming capacity. They have a secondary stream from Yahoo. WWL-TV is also offering a special low-bandwidth audio-only stream for dial-up users.

WDSU-TV New Orleans - The news staff has started to return to temporary news studios near New Orleans. However, expect evening coverage from Hearst-Argyle sister stations WAPT Jackson and WESH Orlando when the New Orleans staff needs to take a break.


WGNO-TV New Orleans - New Orleans' ABC affiliate has returned to the air with WBRZ-TV and launched video streaming with continuous Katrina coverage.

WPMI-TV Mobile, AL - WPMI is webcasting from 5:30am - 10:30pm CDT. When off air, you can view pre-recorded reports on demand. This feed is often unreliable.

WKRG-TV Mobile, AL - This station is providing good coverage of the situation to the east in Mississippi and Alabama. However, the station is now signing off at around 10:30pm CDT like WWL and WPMI.

WJTV-TV Jackson, MS - The CBS affiliate in Jackson is providing live coverage for both the Jackson area and south Mississippi (knowing a lot of media in that area is off the air).


WFAA-TV Dallas, TX - WFAA-TV is here because Dallas is one of the evacuation cities.

United Radio From New Orleans: WWL-AM, WNOE-FM, "KISS-FM," WRNO-FM, WYLD-FM, and WJBO-AM (Clear Channel & Entercom) who have joined forces as United Radio From New Orleans, and they are streaming.

Gulf Coast Storm Network (Clear Channel Radio) - Clear Channel offers radio listeners across the gulf coast access to a simulcast emergency radio service. This service seems primarily focused on Alabama and Mississippi, but does cover Louisiana to some degree.

Cremation isn't horrible. The Catholic Church allows it even. However, the state might need to legally declare the necessity because in many states, cremation is not allowed without the express consent of the immediate family.

I swear, I actually know someone here who looks and talks exactly like Jed Clampett, with overtones of that guy from the Polaner All-Fruit Preserves commercial. We went to the Grand Casino at Kinder one night and sat down for dinner in one of the restaurants that had a salad bar. I forget exactly what he brought back to the table, but when he said to me "Would you please pass the jelly?" I almost spit my coffee out. He had never seen the Polaner ad, so he had no idea what made me react like that. Let's just hope he never asks me if I want to go for a dip in the "cement pond." Never a dull moment here, let me tell you...

Beats me. This is the first disaster where I have reviewed the fed/state relationship and the role of FEMA.

There is always tension between fed and state, that's a good thing. ANd there is always the political reality of politicians putting reelection and control before their constiuents. I just gotta shrug that off, the people get all of the government they tolerate and deserve.

Great summary, thanks.

I actually feel sorry for her....major decision gone terribly bad, lives lost. She will have to live with that the rest of her life. I would not wish that on anyone.

Wonder if she listened to her advisors on this or just her decision.....if she herself wanted the help but was advised to say no? Just wondering.

I don't, not for the lack of leadership. I do for her personal loss and any feeling she may have there, but I think she is wrongly and selfishly holding on to something she can't handle, and lots of people died and will die as a result.

Just to expand a bit on the remodel analogy, you don't have to give up control of the job as a unit. You might keep control of the floor and wall covering, but let the bank or contractor choose the cabinets, or the fittings. Likewise in a disaster, there are all sorts of authorities that can be passed along - either territorial (i.e., form main street to snd avenue), or competency (Blanco waived regulations for the practice of medicine and to be deputized as law enforcement in Louisiana).

As you might imagine, the possibilities are infinite, and this is good becuase it permits the authorities to adjust reaction according to unpredictable situations. Blanco could have given federal control for police and restoration of civil order from an interstate exit to the Dom and Convention Center but no further, if she wanted.

Okay, so this particular sentence:

"I have determined that this incident is of such severity and magnitude that effective response is beyond the capabilities of the State and affected local governments, and that supplementary Federal assistance is necessary to save lives, protect property, public health, and safety, or to lessen or avert the threat of a disaster. I am specifically requesting emergency protective measures, direct Federal Assistance,..."
This sentence specifically asks for help to save lives.

Are you saying she was just not clear enough in what kind of help to save lives? That it was still just asking for money to save lives?

If I can jump in here, you can check the "Enclosure A" to the request and you will find a list of the specific items requested and how Gov Blanco wanted to allocate the money she was asking for. Here it is in full:

ENCLOSURE A TO EMERGENCY REQUEST


Estimated requirements for other Federal agency programs:
• Department of Social Services (DSS): Opening (3) Special Need Shelters (SNS) and establishing (3) on Standby. Costs estimated at $500,000 per week for each in operation.
• Department of Health and Hospitals (DHH): Opening (3) Shelters and establishing (3) on Standby. Costs estimated at $500,000 per week for each in operation.
• Office of Homeland Security and Emergency Preparedness (OHSEP): Providing generators and support staff for SNS and Public Shelters. Costs estimated to range from $250,000-$500,000 to support (6) Shelter generator operations.
• Louisiana State Police (LSP): Costs to support evacuations - $300,000 for a non-direct landfall.
• Louisiana Department of Wildlife and Fisheries (WLF): Costs to support evacuations - $200,000 for a non-direct landfall.
• Louisiana Department of Transportation and Development (DOTD): Costs to support evacuations - $2,000,000 for a non-direct landfall.


Totals: $ 9,000,000

It's pretty obvious from reading this that she was requesting specific monetary assistance only. Note that $0 is to go "Coordination" and $0 is to go to "Distribution of emergency supplies" -- the two things people are claiming FEMA did not provide. Under the terms of the Stafford Act, if she did not request it, she wouldn't have received it. The part where she is requesting "Emergency Protective Measures" is broken out in the list and is budgeted at $9,000,000. You say that "This sentence specifically asks for help to save lives" but as you can see both "Coordination" and "Distribution of emergency supplies" are not a part of "Emergency Protective Measures."

That is correct. The Stafford Act is a mechanism by which the States can request federal funding to supplement disaster relief operations. The actual physical implementation of disaster relief operations is a responsibility of the States or Territories, such as Guam and Puerto Rico. Each State or Region has a FEMA director charged with coordinating with local officials to support disaster relief functions. Ultimately, however, the disaster reponsibilities reside with local governments, not FEMA. In the case of the Gulf States affected by Katrina, the Governors of those States are responsible for actions in their States with respect to disaster operations. With the exception of the Coast Guard, all deployed active and non-active military personnel deployed to support the States to mitigate the effects of Hurricane Katrina report through the chain of command to the Governors of each State. Since the Coast Guard was transferred to the Federal Homeland Security Department previously under the auspices of the Stafford Act, they report directly to the current Director of that Department, unless they are deployed outside of US Territorial waters as directed by the President or the Congress. An exception to those general rules for example would be in the Great Lakes were we share a border and vital shipping lanes from Lake Superior to the Atlantic with Canada. Thus, Canada and the USA share responsibility for the protection of those vital assets via longstanding treaties between the two countries.

Pardon me for responding to an old post -- I'm catching up on the thread after some sleep.

Plans

I've heard all over the media, and this thread, a lot of talk about "this plan" and "that plan" -- "why didn't they plan better" "why didn't they follow the plan", on-and-on ad nauseum. It's been such a wonderful vehicle for finger pointing and blame-laying, after all.

Despite the widespread faith in "plans" (or PLANS), the real road-to-perdition lies in not learning, or ignoring, the big "lesson learned" from the Katrina disaster:

There is no such thing as a plan that will not be overtaken and overwhelmed by events.

All plans depend on people and things behaving exactly as the planner predicts, and that just ain't gonna happen -- and the more complex and comprehensive a plan is, the more the likelihood of failure when actually implemented.

New Orleans and the State of Louisiana had plans, which failed not only because those tasked to implement them were incompetent, corrupt, venal, or just plain stupid -- but also because the plan did not - could not - predict the scope or nature of the events that actually unfolded.

The Feds - through FEMA - had a plan -- a plan that was based on "lessons learned" from the largest hurricane disasters in recent history (Camille and Andrew), but, also, did not and could not allow for what actually happened.

I hope I've learned this lesson -- I'm rethinking my personal "what if" plans with this in mind, making them LESS detailed and complex -- trying to build in the flexibility to at least attempt to deal with the unforeseen.

Sorry for the rant.

the only place I can think of would be unused military bases.

A few years ago K-Mart closed over a hundred stores. I'll bet you have one nearby. San Antonio is putting several hundred people in an old closed K-Mart store.
