The forcible citizen disarmament lobby has, for the last couple decades, argued that the right guaranteed by the Second Amendment is a "collective" right, rather than a right of individuals. The argument goes something like, "Because the text of the Second Amendment begins with a statement of the necessity of a well regulated militia, 'right of the people' doesn't really mean . . . Since "unrestricted' private ownership of guns clearly threatens the public safety, the 2nd Amendment can be interpreted to allow a variety of gun restrictions, according to the Bush administration. The argument was delivered by U.S. Solicitor General Paul D. Clement in a brief filed with the U.S. Supreme Court in the ongoing arguments over the legality of a District of Columbia ban on handguns in homes, according to a report from the Los Angeles Times. Supreme Court Justice David Souter suffered minor injuries when a group of young men assaulted him as he jogged on a city street, a court spokeswoman said Saturday. The attack occurred about 9 p.m. Friday, as Souter, a regular jogger, ran alone, court spokeswoman Kathy Arberg said.
