Theres no trendline in the APs story so lets see if we can make our own. Two weeks ago, Gallup found a 39/52 split opposed to reconciliation; on the same day, Fox News found just 34 percent wanted Obama to pass the bill without GOP support versus 59 percent who thought he should start over if no compromise was possible. Since then, The Ones mumbled about the Olympic spirit, declared for maybe the fifth time since last year that the time for talk was over, and hit the road to demand an up or down vote on a bill that the public hates because he owes that to the public.

Whereas states generally adopt laws to achieve a legal effect, nullification laws are pure political theater. On its face, the Virginia bill exempts residents of the Commonwealth from having to comply with a law requiring the purchase of health insurance. Although the bill is phrased in the passive voice, its intent is clearly to block the implementation of a federal mandate requiring all individuals to carry health insurance. But achieving this aim is constitutionally impossible.

Here is a link to the full House Democrat Health Care Plan in PDF. In Section 1233 E & F, pages 426-433, you find the part about mandatory end-of-life counseling for anyone over 65 years of age. Section 152 Page 50: All healthcare services will be provided without regard to “personal characteristcs” which is not defined within the document but is understood to include immigration status.
Section 224 b Page 125: The Secretary shall design and implement the payment mechanisms and policies under this section in a manner that (1) seeks to (B) reduce health disparities (including racial, ethnic and other disparities).
A lot more provisions now being documented at that site.

Nancy Pelosi does not have the 216 votes necessary to pass the Senate health care bill. She’s planning to go ahead without the votes of the Stupak 12. Today the Senate parliamentarian ruled the Senate bill must become law before “fixes” can be made via the parliamentary tactic known as reconciliation. The GOP Senate caucus will rigorously enforce the Byrd rule, limiting the reconciliation changes to budget matters and nothing more.
What’s going on? The final push for Obamacare is about to begin. It starts on Monday, when the House Budget Committee will insert reconciliation instructions into the November House health care bill. By late Monday / early Tuesday, Budget will pass this bill and send it to the House Rules Committee, where Pelosi will change the language so that it matches the Senate bill. This is the final compromise legislation that may come to a vote on the House floor within weeks. “They’re creating the shell,” says Rep. Paul Ryan of Wisconsin.
