This is a 1998 modelling of a CAT 4 or CAT 5 moving through New Orleans-- Here is what they predicted for flooding....

Drowning New Orleans -- Scientific American ^ | October 2001 |
From Jeff Master's weather blog on http://www.wunderground.com
"I'd hate to be an Emergency Management official in New Orleans right now. Katrina is pretty much following the NHC forecast, and appears likely to pass VERY close to New Orleans. I'm surprised they haven't ordered an evacuation of the city yet. While the odds of a catastropic hit that would completely flood the city of New Orleans are probably 10%, that is way too high in my opinion to justify leaving the people in the city. -- posted on 08/27/2005 8:04:52 PM EDT
Masques of Death (A sewer of applied liberalism, New Orleans was lawless long before this week.)
Hurricanes, Hatred and Hypocrisy
The Zionist Christians say it's Bush's fault.
The Islamist Jihadists say it's Bush's fault.
The Democrats say it's Bush's fault.
Millions of idiots can't be wrong.
Thousands Feared Drowned in New Orleans -- I've never seen such poor planning and leadership in my life. the Mayor and Governor should be tarred & feathered. This is just inexcusable, unbelievable incompetence.
Heart of America: Common People Doing Heroic Things
Turn Bases into Refineries part 2 -- This is a excellent idea, which will help the LONG term problem (just like building 10 new nuke power plants).
For SHORT term help, suspend taxes on gas for 90 days, suspend requirements for 40 different blends of gas for the nation, pass legislation to end lawsuits against MTBE's (which the enviro-weenies are responsible for in the first place), proclaim closed military bases as "refinery empowerment zones", where they will have a 100 year lease on the land, be shielded against environmental lawsuits, and not taxed for 10 years.
Analysts see Katrina as `perfect storm' for already high energy prices -- We own all of the oil sitting underneath Iraq. Why aren't we pumping it for ourselves? Gas should be 50¢ a gallon. We also own tons of oil up in the arctic. To hell with the environmental wackos - start drilling!

Thanks for any help you can give.
Thanks for the kind words- I'll take a look at that link now.
Thank you too, backhoe!
You have put in some work also!
Thank the Lord for Free Republic!
Thanks for the kind words- and you're right, FR is getting the information out days, maybe a week ahead of the TOM ( tired old Media ).
This is probably going to be my last and most complete post on the subject with the possible exception of the column I have prepared for the Daily Illini.
First, we'll start by what three things that aren't to blame and go into what went wrong.
Levee funding cut by Bush
STATUS: Non-issue
The Army Corps of Engineers is responsible for the levees and floodwalls in and around New Orleans. They were designed to protect against a weak category 3 hurricane. There were no plans to upgrade that protection to category 4 or 5. Originally the plan was to have category 5 protection; however, environmentalists sued the district and stopped it. It would have taken 25 years (if it worked) to get the upgrades in to make the levees and walls protect against a category 5. (Source: Riverside magazine by the Army Corps of Engineers).
New Orleans Police Department
STATUS: Two-thirds of the police force is gone
That's correct, over 2/3rds of the New Orleans police department just left and now they are trying to entice them back with taxpayer funded trips to Vegas
The Last Days And Death Of New Orleans Caught On Video -- Saturday night I went down to the famous Bourbon Street to possibly document the last night on the town, ever! People were in a carefree mood, nobody seemed to care what was happening or that the hand of god was about to come down on the big easy.
Congrats, backhoe - another fine list of links.

The article was posted at FreeRepublic on the 5th.... Don't know how we missed it.... This is the Paragraph -- where the 2000 figure is mentioned.
".......in the early hours after Katrina loosed the deluge on the city that care and good judgment forgot. Ray Nagin, the mayor, ordered a "mandatory" evacuation a day late, but kept the city's 2,000 school buses parked and locked in neat rows when there was still time to take the refugees to higher ground. The bright-yellow buses sit ruined now in four feet of dirty water. Then the governor, Kathleen Blanco, resisted early pleas to declare martial law, and her dithering opened the way for looters, rapists and killers to make New Orleans an unholy hell. Gov. Haley Barbour did not hesitate in neighboring Mississippi, and looters, rapists and killers have not turned the streets of Gulfport and Biloxi into killing fields.

SHAME ON LOUISIANA...
You should hear what N.O. residents are saying about their city and state. It's breathtaking...they continue to take about how mean and cold the so-called leaders of Louisiana has always treated them. They've never felt so much love from Houston, Tx. and Texans.
I just got off the phone with my son at Ft Campbell. His fiance is a 3rd Grade teacher. She spent her class time today discussing Katrina. What she thought would be an instructive talk with the students turned into a bad dream for her.
It seems the students had one thing on their mind(s). They wanted to know why President Bush hates black people. She was really shaken up. She couldn't believe they were serious..but after some more talk she learned the words of Kanye West had been imprinted on their young minds.
These are young children- worried their president hates black people. She tried hard to educate them about the facts in a calm way.
I had to post this as I am really speechless...

LEAD, FOLLOW, or GET OUT OF THE WAY!
At least one major media outlet has finally noticed that New Orleans had an emergency response plan for hurricances and evacuations that somehow never got implemented. ABC News yesterday asked why Mayor Ray Nagin not only did not follow the plan, but actively sent non-evacuees to a site that had no preparations to handle them: Perhaps the media might notice this November 2004 analysis of the dry run Hurricane Ivan provided city officials in evacuating the city as a hurricane approached. It would address the meme that only the very poor and infirm resisted the mandatory evacuation, and noted that New Orleans did a poor job in communicating the evacuation order then as well -- Comments (82)

Snipers Firing On Workers Repairing Cell Phone Towers -- The stepped-up evacuation came as workers trying to get into the city to restart essential services came under sniper fire. From the past: Update: Hurricane Katrina is NOW CATEGORY FIVE! -- The incompetence of this mayor and governor is going to cause many people to be injured and lose their lives. The Director of FEMA said they have studied this scenario for two years and their models called for evacuation 48-72 hours prior to landfall. But he said the decision had to be made by the governor (state) and mayor (city). The evacuation has already been delayed too long. --As an astute FReeper noted last night--on election day, they put all the voters on buses and promise them the moon and stars. now when their lives are in immediate danger, the poor people must fend for themselves. 08/28/2005

Levee board under federal investigation before Katrina hit: Canada Free Press
http://www.canadafreepress.com/2005/cover090605.htm
Rampant public corruption was doing big business in New Orleans long before Hurricane Katrina ever hit. [And Canada was right in the middle of it.]
"Could New Orleanss descent into quasi-revolutionary chaos be an indirect result of racketeering, kickbacks and procurement fraud by Democrat insiders with ties to a fast-growing organization called `La Francophonie?
"...a Montreal-based, racketeering influenced and corrupt organization (RICO) with outlandish claims to represent the interests of the French-speaking world, including such luminaries as the negotiator of America's abdication of its allies in South Vietnam, John Kerry, and the companion to Kofi Annan at the U.N's school for translators in Geneva, Teresa Heinz
"In international relations, Louisianas foreign partners include the governments of France, the French community of Belgium, and the Canadian provinces of Quebec, New Brunswick, Nova Scotia and Prince Edward Island. Louisiana now participates in the sometimes-raucous Sommets de la Francophonie as an observer.
"La Francophonie was funded and re-structured for its dictatorial, syndicalist, racketeering and possibly genocidal goals by insiders of CIDA (Canadian International Development Agency) at a 1986 meeting in Paris.
Appears that people and organizations in Canada were/are right in the middle of this corruption, and may be partly responsible for the loss of New Orleans and over 10,000 people.
There's more. Read it all.

Armys engineers spent millions on Louisiana projects labeled as pork. (Hat tip: LGF readers.)
WASHINGTON, D.C. Before Hurricane Katrina breached a levee on the New Orleans Industrial Canal, the Army Corps of Engineers had launched a $748 million construction project at that very location. But the project had nothing to do with flood control. The Corps was building a massive new lock for the canal, an effort to accommodate steadily increasing barge traffic.
Except barge traffic on the canal has been steadily decreasing.
In Katrinas wake, Louisiana politicians and other critics have complained about paltry funding for the Army Corps in general and Louisiana projects in particular. But over the five years of President Bushs administration, Louisiana has received far more money for Corps civil works projects than any other state, about $1.9 billion; California was a distant second with less than $1.4 billion, even though its population is more than seven times larger.
Much of that Louisiana money was spent to try to keep low-lying New Orleans dry. But hundreds of millions of dollars have gone to unrelated water projects demanded by the states congressional delegation and approved by the Corps, often after economic analyses that turned out to be inaccurate. Despite a series of independent investigations criticizing Army Corps construction projects as wasteful pork-barrel spending, Louisianas representatives have kept bringing home the bacon.
Mudville Gazette suggests some areas that should be investigated.
